Economic and Financial Director


The Barcelona Centre for International Health Research (CRESIB) is a global health research institute developed from some of the leading academic and biomedical research institutions in Barcelona (Universitat de Barcelona, Hospital Clínic de Barcelona, Institut d'Investigacions Biomèdiques August Pi i Sunyer (IDIBAPS)) together with the Catalan Government as a response to the new international health challenges of the 21st century. (100 staff; 2009 Budget: 13 million €).

CRESIB has an agreement with Fundació Clínic per a la Recerca Biomédica (FCRB) for the administrative and economical management of international health contracts and grants awarded to CRESIB, FCRB or IDIBAPS through the International Cooperation Office (OCI). The OCI acts as support department of FCRB for all global health research and international health cooperation projects of the aforementioned entities.

From the previous agreement, the Economic and Financial Director of CRESIB also assumes the direction of the International Cooperation Office (OCI). The International Cooperation Office gives support to a large variety of global health projects in Mozambique, Morocco, Bolivia and other middle and low income countries in a “multi institution environment” (CRESIB, FCRB, IDIBAPS, University of Barcelona) and with a large diversity of partners and donors.

The Eco-Fin Director is proposed to CRESIB Board of Trustees by the Director of CRESIB and once approved, is appointed by the President of this Board. He/she reports to the Directorate of CRESIB.


OVERALL OBJECTIVE

To ensure appropriate legal, administrative and financial management of CRESIB, contributing to its consolidation as an international centre of excellence in global health research and to the expansion and quality of its activities under the principles of efficiency, transparency, compliance and responsiveness.


MAIN DUTIES AND RESPONSIBILITIES

Strategy:

  • Take part in the implementation, overview and update of the CRESIB strategic plan and the plurianual “contract program” signed with the Generalitat of Catalunya, both currently in process, and in its adaptation to the future development and evolution of the centre.

Finances and administration:

  • Regulate, supervise and implement a timely, full and accurate set of accounting books of the firm reflecting all its activities in a manner commensurate with the relevant legislation and regulation in the territories of operation of the firm and subject to internal guidelines set by the Directorate.
  • Implement continuous financial audit and control systems to monitor the performance of the firm, its flow of funds, the adherence to the budget, the expenditures, the income, the cost of sales and other budgetary items.
  • Timely, regularly and duly prepare and present to the Directorate financial statements and reports as required by all pertinent laws and regulations in the territories of the operations of the firm and as deemed necessary and demanded.
  • Prepare and present for the approval of the Directorate an annual budget, other budgets, financial plans, business plans, feasibility studies, investment memoranda and all other financial and business documents as may be required by the Board of Directors of the firm.
  • Alert the Directorate and to warn it regarding any irregularity, lack of compliance, lack of adherence, lacunas and problems whether actual or potential concerning the financial systems, the financial operations, the financing plans, the accounting, the audits, the budgets and any other matter of a financial nature or which could or does have a financial implication.
  • Collaborate and coordinate the activities of outside suppliers of financial services hired or contracted by the firm, including accountants, auditors, financial consultants, underwriters and brokers, the banking system and other financial venues.
  • Maintain a working relationship and to develop additional relationships with banks, financial institutions and capital markets with the aim of securing the funds necessary for the operations of the firm, the attainment of its development plans and its investments.
  • Initiate and engage in all manner of activities, whether financial or other, conducive to the financial health, the growth prospects and the fulfillment of investment plans of the Centre.
  • Identify and develop management tools, standards and procedures to consolidate performance and organization of the OCI, its support services to researchers and its coordination mechanisms with the rest of FCRB / IDIBAPS / CRESIB / Hospital Clínic departments involved in global health activities.

Contracts and grants management:

  • Oversee a complex grant’s portfolio, including inter-agency or institutions agreements, cooperative Agreements, financing highly technical specialized projects in global health research, training and international cooperation.
  • Manage a team that serve as experts for the budgeting, planning, implementation and evaluation of grant proposals and provide guidance on cooperative agreements, cost-share agreements, participating agreements, collection agreements, interagency and intra-agency agreements and memoranda of understanding.
  • Consolidate the quality of OCI services for global health researchers, teams and projects.

Human resources:

  • Oversee the implementation of Human Resources programs through Human Resources staff. Monitor administration to established standards and procedures. Identify opportunities for improvement and resolve any discrepancies.
  • Select and supervise Human Resources consultants, attorneys, and training specialists, and coordinates company use of insurance brokers, insurance carriers, pension administrators, and other outside sources.
  • Conduct a continuing study of all Human Resources policies, programs, and practices to keep management informed of new developments.

Required qualifications and experience:

  • University degree, preferable in business or non-profit administration or biomedical research management. A master’s degree in related disciplines will be an asset.
  • At least five years experience in key management positions of similar organizations and at least five years of experience in the field of international health cooperation or research projects.
  • A relevant professional background in management positions in biomedical research centers (preferably linked to university, hospital, foundations or non-profit environments)
  • Proficiency in Spanish, Catalan and English.
  • Knowledge of business management software solutions will be an asset (i.e: SAP).
  • Used to work in international and multicultural environment, able to work under pressure, in highly changing environments and as a team leader.
